[Config change] Require recaptcha of new uploaders (#376)

* Reorganize config.example.py, add ACCOUNT_RECAPTCHA_AGE

* Require new accounts to pass recaptcha on upload

Based on ACCOUNT_RECAPTCHA_AGE in config.
